Let us express our minds

Dear Friends !

Thanks to all of you that you have believed in the sense of unison and harmony. You all have formed the foundation of ADP3 so strong that today ADP3 has its own identity and represents itself as the one and only platform of Doordarshan Programme Wing. This is you who constitute the fulcrum of entire Doordarshan. This is you whose ideas frame the ideology of ADP3.



ADP3 HQ is getting calls directly and indirectly from different corners to join the Agitation of NFADE. In this regard, all your opinion is solicited for making the final resolution. While making your opinion, the following factors may be kept in mind:



Prasar Bharati Act came into existence after getting clearance from India’s law framing house of the Parliament. Modification or “repeal” of this act can be done only in the Parliament. This is beyond the jurisdiction of the Doordarshan / Akashvani or the concerned Ministry of Information & Broadcasting.



Considering the above fact, the pivotal question is, can an employee association or federation of such associations challenge one act framed in the citizens’ court of law and go for strike or duty boycott to such extent that the screen of the Nation’s Public Service Broadcaster went blank. Challenging this act being a government servant may be treated as an unlawful activity punishable under IPC.



Regarding issue of our service protection, GOM has already declared us as Central Government Servants with all admissible facilities till our retirement. What more protection this agitation can bring for us?



This agitation of NFADE has exposed the fact that it has no social impact even after long 48 hours duty boycott. Historic silence on the part of the Government signifies many appalling omens.



This kind of agitation imposed an awful impact on Doordarshan which earns lion’s share of revenue. Being an Association exclusively built on the brick of Doordarshan, ADP3 cannot tolerate such loss of market viability, image and credibility.



Dear Friends! Kindly express your thoughtful opinion immediately through the e-mail of General Secretary to make the resolution whether we will join NFADE or withdraw even our moral support and decline to be party to any unlawful activity.

We acknowledge that the struggle of NFADE is for a good and genuine cause. We have moral support to their agitation programme.

This is specifically expressed by the President as well as the General Secretary of ADP3 that no one else is authorised to take decision regarding participation in the agitation except the Central Committee of ADP3. All the members are requested not to be misguided or baffled by messages spread by any unauthorised person.

Govt introduces Prasar Bharati Amendment Bill

The Central government introduced Prasar Bharati Amendment Bill, 2010, in Rajya Sabha on Tuesday, Aug 31.

The bill was introduced to give effect to the recommendation of a Group of Ministers (GoM) that all government officers and employees shall continue to serve in the public broadcaster on 'deemed deputation' till the time of their retirement.

The employees working under deputation will get all facilities at par with Central government employees. The legislation was introduced in the House by Minister for Information and Broadcasting Ambika Soni.

Ambika Soni told that in the light of government receiving several representations from Prasar Bharati employees about their status in it, the ministry decided to amend the Prasar Bharati Act 1990, as it did not have provisions to address these concerns.

The decision of the GoM had come as a relief to around 40,000 employees, who have been working in Prasar Bharati on deemed deputation basis. They had been seeking perks which are given to Central Government employees.

The GoM in its meeting on April 16, 2010, had suggested that status quo be maintained on the status of employees in Prasar Bharati belonging Indian Information Service and the Central Secretariat Service and other cadres outside the cadre of Doordarshan and All India Radio. It had further said that the ministry and Prasar Bharati could jointly work out the number of deputation posts to be manned by officers from IIS cadre.

"Since the recommendations of the GoM will settle all long standing issues regarding status of employees working in Prasar Bharati and empower the public broadcaster with all disciplinary and supervisory powers, including the power to transfer, it has become necessary to amend the Act," said Soni.

The Bill also provides that persons recruited after Nov 23, 1997, which is the date on which the Prasar Bharati was set up, and serving in it on the date of decision of the Group of Ministers, Oct 5, 2007, will also be treated as on 'deemed deputation' basis in the Prasar Bharati and enjoy all Central government employees facilities.

ADP3 demands Up-gradation of PEXs scale from 7500-12000 to 8000-13500 w.e.f 01.01.2006

The Supdts of the customs and Central Excise have been grated pre-revised scale of Rs.8000-13500 after comletion of 4 years service in the scale of Rs.7500-12000. Consequently they are entitled for grade pay of Rs.5400/- in PB-2 scale on comletion of 4 years service in the Supdt's garde. The officers already completing service of 4 years on 1.1.2006, should be granted garde pay of 5400 wef 1.1.2006.

Reporting from New Delhi — At least 103 people were killed by flash floods and enveloping mud torrents Friday in a usually peaceful holiday corner of the Indian-controlled portion of Kashmir after a massive downpour inundated steep mountain ravines.
Troops pulled people from freshly formed bogs of mud and rubble in Ladakh, an area of the northern state of Jammu and Kashmir. Cellphone towers in Ladakh toppled, severing communication in many areas and adding to the hurdles facing rescuers, said Kuldeep Khoda, the state police chief.
The storm followed the worst flooding in decades in neighboring Pakistan, which killed at least 1,500 people and left hundreds of thousands displaced.
At least 370 people were injured in Kashmir as newly formed rivers destroyed houses and vehicles. Televised images from the state-run Doordarshan channel, the only one able to transmit from the area, showed houses in the town of Leh buried under as much as 10 feet of mud, approximating a modern-day Pompeii. Some buildings had been shifted several hundred feet.
Officials said about 2,000 foreign tourists were in the remote Himalayan holiday haven, but there were no immediate reports of casualties among them. Visitors recalled a powerful thunderstorm hitting after midnight, followed by torrents of hail.
August is peak tourist season as many Western travelers, including hikers, backpackers and adventure sports enthusiasts, descend on Ladakh, a mountainous desert about 11,500 feet above sea level.
Many of the highways leading into Leh, the area's main town, were damaged, complicating efforts to route relief supplies to the population. On the few routes still partially open, vehicles were backed up for miles, even as bad weather grounded helicopters poised to ferry in aid.
"I was stuck in my village," one resident told television reporters. "I came from over the mountain. We were 16 of us. Now we are only six."
Analysts said the death toll would have been far higher without the military bases in the area, not far from the border with China, able to assist in rescue operations. An estimated 6,000 army and air force personnel stationed there are acclimatized to the high altitude.
"The locals and tourists are all working together to ensure we can save any injured," T. Angchuk, a local official, told reporters. "We've done whatever we could with whatever we had."
We salute those Programme Staff  who made us proud and made the coverage possible against all odds. Keep the spirit up. We are Doordarshan, cannot be compared with any other, so called channels.

Essence of Togetherness!

Dear Friends!
Communication with the Directorate regarding grant of MACP towards all other left-out Programme Staff has already been made. Let us expect an immediate response and wait for a while. I believe, by now, everyone of us has become aware about the necessity of togetherness, and essentiality of being in a single Platform like ADP3. We should not forget the universal truth: “United we stand, divided we fall”. People may think that ours’ is a new association at her infancy, but the fact is that our Philosophy is matured, broad in nature and wide in vision. We have learnt from our mistakes. One who mistakes once is in no way less intelligent, but one who mistakes repeatedly is a fool. So, be united and stretch your hand for strengthening ADP3. If you are a professional working in the Programme Wing of Doordarshan, then ADP3 definitely is your association. We, the forum of ADP3, believe in democracy. Every member has the fundamental right to express his or her views. We believe, everyone, right from an ordinary member to the highest hierarchy of the President, has an endeavor, whether tiny or immense, whether negligible or colossal, in strengthening ADP3.

People, inside ADP3 or outside, who wants to destroy the unanimity and harmony, plans to demolish our genuine demands, shall not be spared. They will be quarantined or purged. We, the members of ADP3, believe in peace and harmony but in the event of any crisis, ADP3 has the courage, strength and stamina to rise to the occasion in order to fight for justice. ADP3 do not run on money, the secret lies with the essence of minds’ togetherness. We are not simply another Employees’ Association. In ADP3, we believe in work culture, professionalism, diligence and perfection. All members of ADP3 work hard for his or her mother organization. We never forget, primarily we are programmers and our views, analysis and presentation leaves an impression over the society and in the budding minds.

People with creative bent of minds are always sensitive and shy, even to ask for a genuine demand. ADP3 has taken her birth from the years long deprivation, injustice and discrimination created by some self-centered, greedy people who exploited us for decades and still sucking our blood by enjoying our hard earned revenue. So, in principle, ADP3 shall not tolerate injustice, in any form, towards any staff working in the Programme Wing of Doordarshan. It hardly matters whether he or she is a member of ADP3 or not.

So, my dear friends! Please do not feel detached. Your small contribution may lead us to the right path of light. Kindly come up with suggestions and make us more truthful.

All Unit Secretaries, Zonal Secretaries and State Secretaries may send a report immediately in written form regarding the activities, problems of their respective units and zones, and the measures taken by them. They are also advised to send reports by the first week of every month on routine.
